The ability to choose how and when we create our families, the ability to care for them with dignity, and the ability to live our lives free from discrimination.
1. Permanently Protect Abortion Access in NM
As New Mexicans, we understand that a woman and her family need access to a full range of health care, including safe and legal abortion.
With the future of the U.S. Supreme Court uncertain, as well as Roe vs. Wade, we must repeal out-of-date anti-abortion language in the criminal code of New Mexico, as it threatens to criminalize women and health care providers. We must permanently protect access to abortion, especially in our rural state, no matter what happens in Washington D.C.
Sponsored by Representatives Joanne Ferrary and Georgene Louis, HB 51 repeals New Mexico state statute enacted in 1969 that criminalized abortion, thereby protecting access to abortion in New Mexico.
2. Medicaid Buy-In
In New Mexico, over 180,000 residents remain uninsured despite coverage gains made under the Affordable Care Act. According to the Kaiser Family Foundation, in 2016, 45 percent of adults said they lacked healthcare coverage due to high costs. Some are locked out of no-cost or subsidized coverage systems altogether. Others, whose incomes are just too high to qualify for Medicaid, still can’t afford coverage even with tax credits provided by the federal government.
HB 416 will establish a Medicaid buy-in plan that would provide more affordable coverage for New Mexicans who fall in the gap of ineligibility for Medicaid and unaffordable private coverage.
3. Pre-Existing Conditions Protection
Twenty-seven percent of New Mexicans have a pre-existing condition. To be introduced by Rep. Liz Thomson, this bill will require that insurance companies continue to provide affordable health care to New Mexicans with pre-existing conditions.
4. Sex Designation on Vital Records
Gender incongruent identification exposes people to a range of negative outcomes, from denial of employment, housing, and public benefits to harassment and physical violence. This particularly impacts transgender, gender nonconforming, nonbinary, and gender fluid people.
Sponsored by Senator Jacob Candelaria, SB 20 would allow birth certificate sex designations to be amended to reflect male, female, or ‘X’ - with ‘X’ meaning nonbinary, undesignated, or other.
5. Paid Family & Medical Leave Act
Co-sponsored by Representatives Damon Ely and Christine Chandler, the Paid Family and Medical Leave Act would allow employees to take family and medical leave from their jobs to bond with a child or to care for themselves or a family member when experiencing a serious health condition without financial risk.

6. Pregnant Worker Accommodation Act
Sponsored by Representative Gail Chasey, HB 196 prohibits discrimination in employment on the basis of a need arising from pregnancy, childbirth, or a related condition; requires that employers make reasonable accommodation of an employee’s or job applicant’s need arising from pregnancy, childbirth, or a related condition; prohibits retaliation for an employee’s or job applicant’s assertion of a claim pursuant to the act; and, provides grievance procedures and penalties.
